摘要
近十几年,房地产行业蓬勃发展,在国家经济中占有举足轻重的作用,影响了经济发展和人民生活的方方面面。而房地产发展的根本就是土地,开发商土地的取得是通过土地管理部门国有土地公开出让的方式进行的。在储备土地出让前需要综合各种指标对预出让的土地进行测算。初步估算土地的开发成本、出让收入,以计算该宗土地出让的收益情况,作为土地征收和土地出让的初步依据。而目前土地开发中心完成这项工作完全是依赖人工收集各种数据手工计算,一份合理的土地出让测算意见的形成往往需要多人十几个工作日加班加点的赶工,一线城市每年出让的土地常达十几上百宗。为了提高部门工作效率,节约人力成本和资源开支,必须提高土地开发管理部门的信息化水平。
With the rapid development in recent ten years, the real estate industry plays a decisive role in the national economy, which affects all aspects of economic development and people's lives. Before the public sale of state - owned land, it is necessary to evaluate the land by varies of indicators. Preliminary estimating land development costs and incomes from public sale to evaluate the profit of the land can be done to be the preliminary basis of land expropriation and sale. At present, Land development center usually accomplishes the mission which entirely dependents on manual gathering and calculating. A paper of reasonable land - transfer estimating advice usually needs more than ten days' overtime working by scores of people, what' s more, the number of lands on public sale in first - tier cities is often up to one hundred every year. In order to improve the efficiency of work- ing of the departments and save labor costs and resources expenses, this paper systematic expound measuring principle, design and implementation of intelligent land - reserving and economic measuring technology based on ArcGIS platform.
