摘要
绩效理论结构决定了指标体系的结构,评价理论决定了绩效的计算方法。本文总结了大学评价和绩效评价的理论及其演变,将现有绩效评价指标体系概括为五种结构模式——空间结构、时间结构、形式结构、层次结构和要素结构,并结合效率思想和结构模式,提出高校绩效评价的效率指标体系。所提出的效率指标体系充分体现了绩效思想,既易于理解,又便于计算,容易扩展。在此基础上对山西省的17所本科院校进行实证研究,结果显示基于效率指标体系的评价消除了规模效应,体现出各院校运行绩效和管理效率的高下。
Theoretical structure of performance determines the structure of the indicators system,and the theories of performance determine the methods of evaluation.This paper expatiates on the meaning and interpretation of university evaluation and performance,and summarizes five structural models of the existing indicators system including space,time,form,level and element,and further more proposes the efficiency indicators system of the university performance,which is consistent with the idea of performance,and is easy to understand,calculate and extend.Finally,the empirical research has been conducted on the basis of 17 undergraduate colleges and universities. The results show that the evaluation based on performance efficiency eliminates the scale effect,and distinguish the operating performance and management efficiency.
