本科教学评估的效果及其影响机制研究

Effect of Undergraduate Teaching Assessment and the Affecting Mechanism

基于对高等教育质量评估效果及其影响机制的研究,对天津市10所高校本科教学评估效果进行调查分析,着重讨论影响评估效果的因素:外部因素(即评估指标和方法)和内部因素(即高校的内部管理及组织文化)。建立一个适当的外部质量监督体系(其中外部质量评估是一个重要组成部分)是保障质量的先决条件。在此基础上,高校能否有效提高质量更多地取决于自身。因此,政府需要做的是促进高校承担起保证和提高自身质量的责任和主导性。

Based on studies of the impact of quality assessment of higher education and assessment effect mechanism,this research investigates ten universities in Tianjin and examines factors that influence the impact of undergraduate teaching assessment on universities.Those are assessment indicators and methods,university internal management,and the institutional culture of universities.Both of the external factor(i.e.assessment indicators and methods)and internal factors(i.e.university internal management and institutional culture)influence assessment impacts.The establishment of an appropriate external quality monitoring system,of which external quality assessment is an important part,is a prerequisite for assuring the quality of universities.Beyond that, whether the universities could improve their quality mainly depends on their internal factors.Therefore,what the government should do is promote universities to take the responsibilities and leadership in assuring and enhancing their qualities.
