摘要
新西兰是亚太地区高等教育评估的成功实践者,已具备四轮的经验积累,具有代表性。其广泛的社会参与有效保证了评估的客观公正,密切了高校与社会之间的联系。本文从三个角度对新西兰审核评估的社会参与进行分析,包括专家组构成的多元化,信息渠道的广泛性和舆论监督的全面性。鉴此,对中国高等教育评估提出重视专家组构成,拓展信息渠道和强化信息公开等相关建议。希望通过提高社会参与,深化公众对高等教育评估的认识,起到监督与推动教育发展的双重作用。
New Zealand is a successful higher education assessment practitioner in the AsianPacific region.Four cycles' practicing experience makes it a typical sample.The wide social participation effectively assures the objectivity and fairness of its academic audit,and makes the relationship between universities and society closer.This paper analyzes the social participation of New Zealand academic audit in three aspects including diversity of panel,a wide range of information sources and supervision by public opinions.In view of this,China's higher education assessment should emphasize the composition of the panel,expand information sources and strengthen information disclosure.A wider range of social participation may deepen public understanding of the higher education assessment and promote the development of education itself.
