Imminency,Necessity and Feasibility of Implementing Free Education Policy on Normal School Students in Vocational Colleges

实施职业教育师范生免费教育政策是加强中西部欠发达地区职教师资队伍建设,提升职业教育基础能力的必然选择。从职教教师数量缺口大、质量存在缺陷两个方面,对我国实施职业教育师范生免费教育政策的迫切性展开论述,并从师范教育事业发展历史、国家教育政策推进职教师资队伍建设、教育公平以及教师教育产品的属性这四个层面分析我国实施该政策的必要性,并结合天津职业技术师范大学探索性培养职业教育免费师范生的实例论证我国实施该政策的可行性。

It is a necessary choice for China to implement free education policy on normal school students in vocational colleges in the undeveloped areas in the middle and western parts of China to improve the ability of vocational education.The paper describes the imminency of implementing this policy from two aspects,analyzes the necessity from four facets and demonstrates the feasibility of implementing the policy based on the practice of Tianjin University of Technology and Education.
