摘要
高标准基本农田建设范围、位置的选择是落实土地整治规划项目、实现粮食增产的重要基础.该研究以长春市域乡(镇)为基本单元,基于长春市基本农田建设潜力分区,构建高标准基本农田建设评价体系,并定量筛选长春市高标准基本农田建设重点区域,为新一轮土地整治规划确定高标准基本农田建设目标及空间布局提供技术依据.结果表明:长春市高标准基本农田建设潜力总规模1 072 026 hm2,其中限制建设区面积359 183 hm2,主要限制因子为黑土流失;依据2011年长春市基本农田的基础设施建设水平、资源禀赋和产能潜力,高标准基本农田建设重点区域共涉及56个乡镇,总面积规模679 643 hm2;为保障国家粮食安全,2011 ~ 2015年长春市需建设高标准基本农田135 800 hm2,万亩(667 hm2)以上连片高标准基本农田36个;高标准基本农田建设可实现新增粮食产能1 566kg/hm2,农民新增平均纯收入1 052元.
Choosing the right range and location of high standard farmland construction is an important foundation to implement land management planning project and achieve grain yield increasing.With township of Changchun City as basic unit,based on potential division of basic farmland construction,the evaluation system of high standard basic farmland construction was built,the construction key areas were selected,so as to provide technical basis for confirming high standard basic farmland construction target and spatial distribution of new land reclamation planning.The total potentiality of high standard basic farmland in Changchun is 1072 026 hm2 and there are 359 183 hm2 in restricted area with main limiting factor of black soil losses ; the key region involves 56 townships and 1 072 026 hm2 on the basis of infrastructures,resources endowment and production potential; high standard basic farmland construction is 135 800 hm2 and the quantity of contiguous with ten thousand mu or over is 36 during the next four years; it can increase grain productivity with 1 566 kg/hm2,farmers also can gain average income 1 052yuan.
