集体林权制度改革绩效评价——以四川广元为例

Performance Evaluation of the Reform of Collective Forest Rights——A Case Study on Guangyuan in Sichuan Province

采用文献阅读和实地调查相结合的研究方法,对广元市的森林资源状况、林改现状、林改取得的绩效以及林改存在的问题做了阐述和分析。研究显示,广元市集体林权制度改革取了良好的成效。林改后,农民的林业收入和总收入逐年提高;营林面积大幅度提升,森林资源稳步增加;村集体经济实力得到加强。同时针对林改存在的问题提出了相应对策。

Using documents and fieldwork research methods,the status of forest resources,status and achievements as well as problems of the reform of collective forest rights in Guangyuan City were elaborated and analyzed.The study showed that reform of collective forest property right obtained good results.After the reform,farmer＇s forestry revenues and income increased year by year; forest area was improved significantly,forest resources increased steadily; the village collective economic strength was enhanced.The corresponding countermeasures were put forward aiming at the problems of the reform of collective forest rights.
