健康城镇化内涵与实现路径的理论建构

Theoretical Construction on Healthy Urbanization of the Connotation and Realization Path

城镇化的健康发展是新型城镇化的必然内容和科学要求。作为道路与手段的新型城镇化和作为状态与过程的健康城镇化紧密相连,所以亟须在理论层面对健康城镇化的内涵与实现路径进行研究。健康城镇化是城市化速度、质量与效能的有机协调下的均衡、规整与可持续的过程与状态;新型城镇化走向健康城镇化理想状态的过程中,存在三个层次、九个阶段;健康城镇化的动力机制来源于四化同步框架下内在稳定机制形成与五大要素的条件驱动。为推进健康城镇化的实现,需要以全域一体整合推进发展提质扩容、以产城联动互融促进城市变性换壳、以双创协调同进加快城镇转制综改、以生态文脉同承实现人文宜居梦想。

The healthy development of urbanization is the inevitable content and scientific requirement during new urbanization. New urbanization as means and healthy urbanization as the status is closely linked. It is ur- gent to answer connotation and realization path of healthy urbanization in theory level. Theoretical construction of healthy urbanization was established on three research levels of connotation, dynamic mechanism, and status classified. This article considered that urbanization is balanced, structured, and sustainable processes and con- ditions during the organic coordination of urbanization speed, quality and performance; three levels and nine stages exist in the process of new urbanization toward ideal state of healthy urbanization; its dynamic mecha- nism comes from inherent stability mechanism under the framework of the four modernizations synchronous and conditional driving of five elements. Finally, in order to realize the healthy urbanization, we need do some- thing, such as integrating overall to promote quality and capacity, fusing industry and urban to promote urban degeneration and shedding, coordinating ＂double hit＂ with the progress to accelerate towns transform , stressing ecological and context to achieve human livable dream.
