医药分业现状及相关问题探究

Research on current situation and relevant issues of medical care separation

国内医药分业的方法主要包括财务分离核算、实行药房托管及零差价财补机制。笔者通过分析医药行业各利益群体之间的复杂关系,探讨医药分业的新模式,提出医药分业应通过完善临床路径,深化医院保险限额,引入保险参与,加强政府主导,提升诊疗费用及医生福利,加强医院自律及对医药企业监管,同时,在市场机制下,由政府主导,通过引入竞争受众,由保险公司参与的方式来平衡各方利益关系,使医药分业落到实处,切实降低医疗费用,改善医疗质量,实现共赢。

The current situation of the domestic medical care separation include separate accounting,pharmacy trusteeship and zero price financial subsidies policy of medicine.Through analyze the complex relationship among the different benefit-groups of pharmaceutical industry to explore a new mode of medical care separation,the author come up with several measures the medical care separation should take,improve the clinical pathways,deepen the insurance limits of hospital,improve the insurance participation rate,and strengthen the leading effects of government,improve the medical expenses and doctor＇s pensions,strengthen the hospital＇s self-discipline and supervision of medical industry. With the influence of competition audience and the participation of the insurance company which is lead by the gov- ernment to balance the benefit of different groups,by this way,we will implement the medical care separation,lower health care cost and improve the medical quality which benefits us all.
