The Investigation Report on Humanistic Quality of the Citizens in Fujian

了解公民人文素质现状及其培养机制具有重大的现实意义和实践价值。福建省公民人文素质总体上处于中等水平,内部结构表现为人文精神水平较高、人文思想水平较低、人文知识水平和人文方法水平处于中位,省情等知识积累方面有待提高,公民获取信息的方法途径等人文素质养成的社会化条件有待改善;公民人文素质的群体性特征呈现为城乡、代际、文化程度、职业群体之间的明显差异;促进人文素质提升的关键和薄弱环节集中体现在高年龄段、低学历以及农村居民等重点人群上,应努力从立法、国民教育、灌输方式、公共领域建设、主体性建设以及重点人群素质建设行动等方面进行制度设计和政策安排。

Investigating Citizens＇ humanistic quality status and its cultivation mechanism has realistic significance and practical value. In general, Fujian humanistic quality of citizens is at a medium level. The internal structure indicates humanistic spirit is in high level, but the humanistic thought level is low. The humanistic knowledge＇s level and humanities method＇s one are in the middle respectively. The structure also maintains the accumulation of provincial conditions needed to be improved, the socialized conditions of cultivation, such as the approaches to access information needed to be developed. The group characteristics of Citizens＇humanistic quality presents the significant differences between the urban and rural areas, intergeneration, educational level, occupational groups; then the weakness of promoting humanistic quality focuses on the key populations, including people of high age, of lower educational background and rural residents.Therefore, the new policy design and arrangements have been advocated in aspects of legislation, national education, culture methods, public sector construction, subjectivity development, and quality construction of the focus groups.
