摘要
比起企事业单位的职工,公务员的福利不仅有保障而且还有潜在扩大的可能。公务员的福利过多与职业稳定造成全社会人才挤向政府部门,这样不利于人才流动和社会稳定。公务员福利来源于公共财政的支出,因此,必须消除任何公务员与企业职工福利不平等的情形;规范和限制政府公务员福利,执行公务员福利不高于同一地区企业同等工作性质职工的福利标准。
Compared with the employees who work in enterprises and companies, civil servants enjoy welfare that is not only guaranteed to security but also on potential increase. As a result, civil servants welfare became the focus of public criticism. For over welfare and stability, more talented people will be invited into the rank of civil servants, which does not facilitate society stability and the free movement of people in all jobs on an equal circumstance. Since welfares of government employment come from public finance, it must iron out the discrepancy of welfares between civil servants and other occupations. Regulating the civil servants welfare, the standard of welfares for civil servants should be adjusted to the point no higher than that of the private sector in the same job functions.
