农村社会工作发展中政府职能转变研究

On Function Transformation of Governments in Developing Rural Social Work

目前,我国农村社会工作的发展进程远落后于城市,农村社会工作消极被动、冲突显著,农村社会工作服务化、职业化程度较低,缺乏足够的工作人员,而社会中介组织薄弱的力量无力支撑农村社会工作的实际需要。农村社会工作中的政府职能转变已经势在必行。政府应逐步提高认识,打破条块分割的管理模式,调整政府绩效评估体系,改革财税分配体制,促进农村社会工作民间组织健康发展,推动农村社会工作的职业化,以推进农村社会工作的发展。

At present,the development of China＇s rural social work is far behind from that of urban,there is passive attitude in rural social work,significant conflict,low service degree in rural social work,lower degree of professionalism,lack of staff,and weak social intermediaries unable to support the actual needs of the rural social work.The transformation of government functions is imperative.The government should gradually raise awareness,break the fragmented management mode,adjust the government performance evaluation system,reform tax distribution system,and promote the healthy development of the civil social organizations of rural social work to promote the professionalization so as to promote the development of rural social work.
