摘要
美国应急管理经历了较长时间的沿革与发展,呈现出法律法规制度较健全、管理机构较统一、管理较科学,以及注重合作与社会综合治理的特点。尽管中美应急管理文化因文化背景、传统思想、认知系统不同而存在诸多差异,但美国应急管理文化中仍有可兹借鉴之处,通过对中美应急管理文化进行分析比较,有助于我们推进应急管理朝科学化、精密化、专业化、社会化、法制化、前瞻化方向发展。
The emergency management in USA has a long history of evolution and development, with features of sound legal system, unified management institution, scientific management, focus on cooperation and social comprehensive governace. It differs from us with respect to cultural background, traditional thinking, cognition system, but still refrence-worthy for us. The comparison between them helps us develop towards the direction of scientification, precision, professionalism, socialization, legalization and looking-forward.
