美国院校研究的质量旨趣——基于高等教育问责制背景的历史考察 被引量:11

On Institutional Research and Its Relevance to Quality Improvement——Based on Historical Survey of Accountability in American Higher Education

摘要 高等教育问责制是院校研究在美国产生与发展的重要推动力。而在此期间,学术质量一直是院校研究密切关注的主题。当高等教育问责成为政府监管院校的重要手段时,院校研究得以发展并日趋制度化。随着高等教育问责主题的变迁,院校研究的质量旨趣日益凸显,在应对外部质量责任、促进院校质量改进中发挥了重要作用,并逐渐发展成为一种有效的高等教育质量保障模式。美国院校研究在质量保障体系中的功能与作用,值得我们关注和借鉴。 Higher education accountability is the major driving force for the emergence and development of institutional research in America. Meanwhile, academic quality is the focus of institutional research. When higher education accountability became the government's major means of monitoring institutions, institutional research developed and institutionalized. With the transformations about the focus of accountability and the view of quality, institutional research and quality improvement became more closely related. Under these circumstances, institutional research plays a major role in dealing with external accountability and institutional improvement and gradually develops as an effective model of higher education quality assurance. We can get a lot of inspirations and lessons from American experience above and to use for reference.
