Higher education accountability is the major driving force for the emergence and development of institutional research in America. Meanwhile, academic quality is the focus of institutional research. When higher education accountability became the government＇s major means of monitoring institutions, institutional research developed and institutionalized. With the transformations about the focus of accountability and the view of quality, institutional research and quality improvement became more closely related. Under these circumstances, institutional research plays a major role in dealing with external accountability and institutional improvement and gradually develops as an effective model of higher education quality assurance. We can get a lot of inspirations and lessons from American experience above and to use for reference.
