我国电子文件管理系统研究进展与方向

The Advances and Future of Electronic Record Management System in China

电子文件管理系统是电子文件管理综合解决方案的要素之一,也是维护电子文件真实性、完整性、可靠性,留存数字记忆的基点。在电子文件管理国家战略顶层设计全面实施、电子文件管理系统国家标准刚刚颁布的背景下,关注电子文件管理系统,提升国家对电子文件的控制力显得尤为迫切。为全面了解电子文件管理系统理论研究进展,把握未来研究趋向,本文较为系统地梳理了我国电子文件管理系统的研究动态,在全面考察相关文献的基础上,将其归纳为5个主题,并进行了一一评析。最后,基于国际电子文件管理系统的发展经验,提出了我国今后电子文件管理系统的研究重点。

The electronic record management system is one of the most important elements of managing the electronic records, as well as the basis of maintaining authenticity, integrity, reliability for the electronic records and thus retaining digital memories. Besides, the electronic record management national strategy is being carrying out for the top-level design and the first electronic record management system standard is recently issued. In this context, it becomes particularly urgent to pay attention to the electronic record management system and enhance state control over the electronic records. In order to fully master the cur- rent situation and future research trends of the electronic record management system theory, this paper systematically combs the study of the electronic record management system. Five themes are concluded from all of the relevant literature. Based on the development experience of the international electronic record management system, the paper suggests the future research priorities on electronic record manage- ment system.
