在中苏关系走向破裂的过程中,罗马尼亚扮演了一个特殊的角色。在中苏关系恶化的初期,罗马尼亚基本上追随苏联批评和围攻中国,中罗关系冷淡。随着罗苏关系日益紧张,罗马尼亚主动靠近中国,利用中苏矛盾以抗衡苏联,在一定程度上延缓了中苏关系迅速恶化的势头。1964年初,罗马尼亚试图调停中苏论战未果,但中罗形成了特殊的密切关系。随后罗马尼亚工人党发表了"独立宣言",形成了独立的对外政策,在中苏冲突中更加严守中立。

In the course of Sino-Soviet relations to rapture,Romania played a special role.In the early stages when Sino-Soviet relations was got deteriorated,Romania basically followed the Soviet to criticize and siege China and SinoRomania relations got cold.With the increasing tensions between Romania and the Soviet Union,Romania became close to Chinese initiatively,contended with the Soviet Union by using the Sino-Soviet conflicts and to a certain extent slowed the tendency to Sino-Soviet rapidly deteriorating relations.In the early of 1964,Romania failed to mediate Sino-Soviet polemic,but formed a special close relationship with China.Subsequently the Romanian Workers ' Party issued a 'Declaration of Independence',formed an independent foreign policy and strictly kept neutral in Sino-Soviet conflicts.
