Service-oriented Transformation of Government Functions Based on Economic Transition Background

经济转轨的方式分为激进式和渐进式两种,中国在转轨过程中选择了政府推动的渐进的方式。经济转轨是一项制度变迁,可理解为以一种效益更高的制度对另一种制度的替代过程。经济的转轨总是在一定的制度环境之中存在和运行的,政府是制度环境的重要影响和维护因素。在理解市场经济本质、遵循市场经济规律基础上政府职能的服务型转变,是进一步完善市场经济机制的首要条件。

There are two ways of economic transition： radical and progressive. China chose the latter. Economic transition is an institutional change, which can be considered as a process of a more efficient system taking the place of another system. Econom- ic transition always exists and operates under a certain institution, and the government is its important influencing and maintaining factors. The first condition for further perfecting the market economic mechanism is to transform the government into a service-ori- ented one on the basis of understanding the nature of market economy and adherin~ to the law of market economy.
