温州社区居家养老服务的调查与研究

Survey and Research on Services of Wenzhou Community Home-based Care for the Aged

社区居家养老是对传统家庭养老模式的重要补充。为了解社区居家养老服务现状,对温州社区老年人及相关服务机构人员进行随机调查,结果表明,存在政府投入不足、部门权责不清、缺乏民间资金参与、养老服务内容单一、养老服务人员和管理人员素质不高等问题。为加强社区居家养老服务,政府要提供资金支持,探索并出台和落实各项养老政策,吸引民间资金投入,提高养老服务水平,满足多元化养老需求。

Community home-based care for the aged is an important supplement to the traditional mode of family support for the aged. To better understand the present situation, a random survey is made to the aged and the staff of related organizations. It is shown that the government investment is not enough, responsibilities of every department are not clear, there is a lack of the investment of the private capital, the service is single, and the quality of staff and management of organizations is not high. To strengthen the community home-based care for the aged, the government should provide financial support, strive to explore, launch and implement various policies of supporting the aged, attract the investment of private capital to enhance the service, and to meet the diversified needs of the aged.
