关于日本政府资助私立高校发展的历程评析

Development Course of Government Subsidies for Private Universities and Colleges in Japan

日本私立高校可以说是日本高等教育大众化的主力军,也正是鉴于其重要作用,日本从1970年开始正式实施包括人事费用在内的政府资助,1975年又进一步将其法律化。文章重点分析日本政府资助私立高校发展过程中的几次重大变化,通过政府资助总额及其内部结构的变迁来考察日本私学政策的走向,并在此基础上反思其存在的问题及对我国实施政府资助民办高校的启示。

Private universities and colleges in Japan have played a crucial role in higher education popularization. In view of such important role, the Japanese government officially started to provide subsidies including personnel expenditure for private higher education institutions, which was further legalized in 1975. This paper focuses on the several important changes of government subsidies in Japan since its establishment, and analyzes the tendency of Japanese private education policy through analyzing gov- ernment subsidies and its internal structure. It intends to obtain some enlightenment for implementing government subsidies of Chinese non-governmental higher education.
