西部大开发是我国推进经济持续稳定发展战略中必不可少的一个环节 ,新的形势下政府对中西部开发的支持主要表现在加快其基础设施的建设 ,而BOT方式作为基础设施投融资方式的一种创新 ,将在西部基础设施建设中受到广泛的重视 ,本文论述了在西部基础设施建设中引进BOT方式的必要性和可能性 ,并对当前存在的困难提出了解决思路 ,以期通过BOT方式缓解西部经济发展的“瓶颈”制约 。

The development of the western region is our country's strategy in the new century. The role of the government in the strategy is to support the infrastructure construction in the western region. As the new thoughts of raising funds, BOT will show its strong function in the development of the western region. The article discusses the necessity and the possibility of using BOT in the western region, analyses the difficulty in using BOT and offers some suggestions to resolve the difficulty.
