Environmental Analysis of Industrial Structure Improvement in the Western Region

产业结构升级和演进是经济协调发展的基础，也是推进西部经济发展的基础。长期以来，西部经济呈现典型的资源依赖和粗放发展的格局，除少数几个城市（西安、成都、重庆、昆明）在制造业或高加工度产业中具有一定优势外，其他大部分地区仍以矿产资源开采或低度加工为主。随着市场环境和国际环境的变化，这种以资源禀赋为中心的传统工业化战略受到了挑战和冲击。因此，西部产业结构必须进行调整和优化，从过度资源依赖中走出来，寻求更广阔的产业发展空间。西部产业结构调整既要适应当代产业结构调整新趋势，也要与全国产业结构调整升级同步。因而必须观念创新、制度创新、市场创新、结构调整主体创新，塑造西部产业结构调整升级的良好环境。

Industrial structure upgrade and improvement is the basis for steady development of the economy. It is also the foundation to promote the economic growth in the Western Region. For a long time, the economic structure in this region is typically a resource-dependent model. Except a few large cities such as Xian, Chengdu, Chongqing, Kunming that had certain advantages in the manufacturing or high value-added industries, most other cities in this region primarily depended on the mining and other low value added industries. With the changing of international marketing environment, the traditional industrial system has been challenged. Therefore, the industrial structure and system in the Western Region must undergo transformation and upgrade to create more development opportunities and spaces, so that it will no longer depend on the old traditional system. This transformation of the western region is part of the large global plan with the emphasis on the national economic interests. It will not only suit the system transformation of the new trend, but will also follow the overall structure strategy nationally. This document analyzes the current industrial structures of the western region based on the macro environment. It also makes many recommendations with new innovative ideas, systems, marketing structure, and the main frame of economic structure.
