The essay mainly discusses the possibility and objective necessity that illegal normative documents should assume the liabilities for administrative compensation and considers that the damage which illegal normative documents lead to the administrative counterparts has its special character .Thereby it elaborates the constitutive requirements and doctrine of liability fixation of assuming liabilities for administrative compensation by normative documents.
