略论企业为中心的技术创新体系

On the Enterprise-centred Technical Innovation System

面对我国风起云涌的创新热浪 ,文章从企业制度创新和技术创新的互动关系 ,阐述了确立企业为中心的技术创新体系的重要性 ,并以市场为基础 ,比较全面地论述了企业技术创新体系的基本内容以及技术创新的有序规则。文章警示企业和主管部门应从中国国情和企业的实际情况出发 ,审时度势 ,理性决策 。

Inspired by the escalating drive for technical innovations, this paper stresses the significance of establishing the enterprise-centred technical innovation system from the viewpoint of the interactive relationship between enterprise system innovations and technical innovations. Based on a study of the markets, this paper makes a detailed analysis of the essentials of technical innovation system of enterprises as well as the orders and rules of technical innovations. This paper suggests that enterprises and the authorities concerned should consider China's actual conditions and the concrete conditions of enterprises in making their policies and decisions so as to push forward the drive for technical innovations.
