学报质量管理的内涵 ,包括学报质量管理、学报质量管理评估标准两方面内容。学报质量是指学报能够满足读者需要所具备的特殊属性 ;学报质量评估标准则是由一系列量化的指标构成 ,每个指标反映学报质量的一个侧面 ,为评估提供尽可能准确的依据。在实施学报质量管理的同时 ,必须制定各种程序规范的制度 ,使决策、控制、协调等管理活动能遵循学报工作的客观性 。

WT5”BZ]The intension of journal quality administration consists of journal quality administration and its assessment criteria.The former refers to the journal's special property of its being able to offer what is needed by readers.The latter consist of a series of quantified indexes,each of which stands for an aspect of journal quality and offers as exact a basis as possible for assessment.While journal quality administration is implemented,various regulations with standardized procedures must be laid down so that such administrative activities as decision making,control and coordination can comply with the objectivity of editing a journal and the fixed administrative targets can be achieved.
