摘要
目前,我国教育公共服务中政府责任的"分权"体现为用分权代替责任、用市场推卸责任、用效率粉饰责任三个方面的失当。教育治理结构是政府提供教育公共服务过程中相关主体地位、职责以及相互之间形成的关系网络。教育公共治理改革是政府责任实现的依托,也是有效政府建设的必由之路。在教育公共治理结构与服务体系改革中,各地政府的创新实践主要体现在空间分布上的多中心性、主体构成上的分散性、权力向度上的互动性以及治理工具上的多样性等方面。提高教育公共服务的质量和效率,需要地方政府、市场和社会之间的"集体行动"。
Currently, "separation of powers" of the government responsibility in the public service of education in our country is reflected in the following three aspects: substituting the responsibility through the market; whitewashing responsibility with efficiency. The structure of educational governance is a network of subject status, responsibilities and mutual relationships formed in the process of the government providing public service of education. Reform of public governance is the basis of government responsibility, and also the only road to the effective government construction. In the reform of public governance structure and service system of education, the creative practice of governments at all levels is mainly reflected in such aspects as the multicentricity of distribution in space, the dispersibility of subject formation, the interactivity of power dimensions and the diversity of governance tools. To improve the quality and efficiency of public services of education, a "collective action" of the local government, the market and the society is needed.
