摘要
水是人类社会赖以生存与发展的基础,水安全关系着人类社会的可持续发展。构建了由目标层、准则层和指标层构成的区域水安全评价指标体系,以改进的模糊综合评价法作为该安全体系的评价方法,并将虚拟水理论方法应用到部分指标的量化处理中。运用所建立的评价体系,对天津市2007-2011年的水安全状况进行了评价分析,其结果对天津市水资源管理决策具有一定的参考价值。
Water is the basis of the existence and development of mankind. The sustainable development of human society is signifi- cantly influenced by safety of water recourses. In this paper, an evaluation system of regional water security assessment is proposed, which consists of objective layer, criterion layer and indication layer. An improved fuzzy comprehensive evaluation method is applied to the system. Additionally, a virtual water theory is utilized for some indicators in their quantization process. In order to validate the evaluation system, an assessment of water safety situation of Tianjin City in 2007-2001 is conducted. The evolutional results serve as certain valuable reference for water recourses management and planning in Tianjin City.
