Preliminary Study on Assessment and Grade Classification for Highway Anti-hazard Service Capacity

公路抗灾服务能力评价是公路技术状况评价的重要组成部分,但目前国内尚无统一的评价方法,结合公路工程与自然灾害的特点,建立了公路抗灾服务能力评价体系。选择公路(潜在)受灾路段灾害危险性、区域经济条件、承灾体抗灾能力和交通量作为公路抗灾服务能力评价的指标。采用公路抗灾服务指数(ASI)表示公路抗灾服务能力大小,并将其分为四级。根据已有研究成果,初步建立了四层次公路技术状况评价系统。

Assessment for highway anti-hazard service capacity is an important part of the assessment for highway technical condition, but up to date, there is no unified assessment method for it. Combined with the characteristics of highway engineering and natural hazard, the system-of assessment for highway anti-hazard service capacity is established. The assessment indexes consist of hazard risk, regional economic condition, the vulnerability of hazard-affected bodies and the traffic volume. Highway anti- hazard index is used to reflect the highway disaster service capability, and is divided into four grades. Based on existing research, four levels of highway technical condition evaluation system is established.
