欧盟语言政策对我国外语教育改革的启示 被引量:4

Language policy and education of the European Union and its implication for Foreign Language Education in China

摘要 欧洲是一个多民族、多语言和多文化的地域,语言多样化是欧洲各国几百年或几千年历史的文化积淀,也是欧洲各民族特点的重要组成部分。欧盟在一体化发展进程中为了促进相互理解和合作,一直很重视语言教育和跨文化的政治和政策问题,并致力于通过各种研究项目鼓励并支持语言教学多样化。进入新世纪后,欧盟先后出台了一系列促进多语言与文化发展的政策。文章就欧洲联盟的多元语言文化政策、外语教育标准化政策和基于CEF标准的TELC外语测试进行一些回顾和分析,结合中国外语教育的实际情况,探究中国外语教育的改革问题,并提供一些有益的建议。 The rich heritage of diverse nations and languages and cultures in Europe formed in the past hundreds and thousands of years is a valuable common resource to be protected and developed. During the process of a political and economic integration, the European Union adheres to a principle of "unity in diversity" and makes a great educational effort to convert that diversity from a barrier to communication into mutual understanding and cooperation, and to places great emphasis on the language education policy and intercultural politics by developing various policies to promote language research projects. Based on the introduction of language status within the context of the social and historical background, this paper first discusses the development of linguistic pluralism policy at the different periods. Then it focuses on the EU's foreign language education policy and its development with the reference to the European Standards for foreign language education, especially on CEF and TELC based on CEF. It is believed that the study of the EU's language policy and foreign education will have some implications for foreign language education in China.
