绍兴市市级公立医院综合改革试点的实践与思考

Practice of and Reflection on Comprehensive Pilot Reform of Municipal Public Hospitals in Shaoxing City

绍兴市在国内较早启动了公立医院改革试点,从取消药品加成入手,由县级到市级医院逐步推进实施,探索提出"一减二调一补"的综合改革方案,从根本上取消了药品加成,破除了"以药养医"机制,为其它地区公立医院改革提供了改革思路。

Shaoxing launched the reform of public hospitals in China as a pilot city. It explored and launched comprehensive reform, including ＂reducing drug price, adjusting medical reimbursement policies and medical service pricing standards, and increasing financial subsidy＂ from county-level hospitals to municipal hospitals. The reform eliminated drug price addition and the mechanism of ＂covering hospital expenses with drug revenue＂, providing reference for public hospital reform in other regions.
