我国区域自主创新能力的影响因素及支撑体系研究

Study on the Influence Factors and the Support Systems of China's Regional Independent Innovation Capacity

正确地了解和把握区域自主创新能力的影响因素,是正确制定区域自主创新激励政策的重要前提。在深度访谈基础上,编制了具有较高信度和效度的调查问卷,对全国178个县市区的政府官员、企业家、科研人员和专家学者进行了问卷调查。因子分析和回归分析的结果表明,创新服务、创新人才、创业投资、创新法规政策和知识产权保护是影响区域自主创新能力的关键因素。因此,很有必要通过加强这5个方面支撑体系的建设,为全面提升我国区域自主创新能力提供坚强的保障。

Correctly understanding and grasping the influence factors of regional independent innovation capacity is the important prerequisite of properly making the incentive policies of regional independent innovation. On the basis of deep interview, work out a questionnaire with high reliability and validity. Using this questionnaire, conduct a questionnaire survey that includes government offi- cials, entrepreneurs, researchers and experts from 178 counties, cities and districts of China. The results of factor analysis and regres- sion analysis suggest that innovative service, innovative talents, venture investment, innovation laws and policies and intellectual prop- erty right protection are the key factors that influences the regional independent innovation capacity. Therefore, it is very necessary to strengthen the construction of support systems, which consists of five points mentioned above. Through such initiatives, there will be strong security for improving the capacity of China＇s regional independent innovation.
