认同规范与东盟社会文化共同体建设——兼论对深化中国-东盟地区合作的启示

东盟自成立以来,在维护地区政治稳定、推动安全合作与经济发展方面扮演着积极与重要的角色。随着东盟地区主义的发展,东盟共同体建设的目标在强化政治安全共同体与经济共同体的同时,向社会与文化共同体的建设发展。在东盟社会与文化极其复杂与多样的环境下,社会文化原则的认同与规范一致是东盟社会文化共同体建设成功的基础与前提,以人为本、社会福利、社会正义、捍卫人权、保护环境与可持续发展、包容与多元文化主义等现代的社会文化观念,成为建设东盟社会文化共同体的基础与重要原则。尤其值得指出,随着中国与东盟地区合作的深入发展,东盟社会文化共同体建设的规范原则以及实践方式应该引起我们足够的重视与借鉴,这对中国全面深化与东盟的关系具有重要的理论与现实意义。

After its foundation, ASEAN has been playing a positive and important role in maintaining politi- cal stability, promoting security cooperation, and developing economy. With the development of regionalism, the construction of ASEAN community focuses not only on the politics and economy, but also on the society and cul- ture. Under the complex and diverse social and cultural situations, the basis and precondition of the success of ASEAN Socio- Cultural Community are the recognition of socio -cultural principles and consistency of regula tion. While the basis and principles of the community are the modern socio - cultural concepts on people oriented, social welfare, social justice, human rights defense, environment protection, sustainable development, inclusive- ness and muhiculturalism. Most notably, with the deeper development of cooperation, China should value the regulations, principles and modes of practice of the construction of ASEAN Socio - Cultural Community which has a great significance for the relationship between China and ASEAN.
