海南省统筹城乡社会保障制度研究

The Overall Planning of Rural and Urban Social Security System in Hainan Province

推进统筹城乡的社会保障建设是海南国际旅游岛建设的客观要求。海南已基本建立了覆盖城乡的社会保障制度网络,参保人群、待遇水平和政府财力支持水平等显著提升。但客观而言,也存在着城乡制度碎片化、待遇水平差异化、统筹层次过低、管理服务的分散化等问题。基于统筹城乡发展的考量,应坚持统筹协调、分步推进的原则,逐步建立城乡一体化的社会保障制度。

The promotion of the overall planning of rural and urban social security system is the objective re- quirement for the international tourism island in Hainan Province. Up to now, Hainan has built up social security system to cover rural and urban areas and the number of the insured people, the benefit level and the government financial support are improving distinctly. Yet, the problems like the institutional fragmentation, the differentia- tion of benefit level, the low level of overall planning, and the decentralized management service still exist. Based on the harmonious development in rural and urban areas, some measures should be taken to integrate the social security system step by step.
