随着全球经济的发展,农产品国际贸易的自由化程度越来越高。中国农产品产品附加值低,出口市场与产品品种集中度过高,常被农产品进口国在世界贸易组织的规定范围内,利用技术性贸易壁垒给中国农产品制造出多种障碍,使中国农产品出口环境变得越来越复杂。这样的国际贸易背景,不利于中国农产品出口和国际竞争力的提升。在技术性贸易壁垒变化的新形势下,中国应该努力提高国内农产品生产力水平,增强国内农产品的国际竞争力,加强国家谈判能力,为农产品出口营造良好的国际贸易环境。

With the development of global economy, the international trade liberalization degree of agricultural products becomes higher and higher. Many importers apply technical barriers to trade to make troubles for China＇s agricultural products within the scope of World Trade Organization＇s regulations, because of low additional value and high concentration in export markets and product varieties of China＇s agricultural products, which makes China＇s export environment of agricultural products more and more complicated. In addition, under this international trade background, it will hinder export of China＇s agricultural products and the promotion of its international competitiveness. According to the new technical trade barriers situation, China should increase domestic agricultural products＇ productivity, strengthen their international competitiveness and enhance national negotiation ability in order to provide a favorable international trade environment for China＇s agricultural products exports.
