摘要
奥巴马政府将稳固长期以来所享有的结构性权力作为影响亚太安全秩序走向的根本目标。奥巴马政府认为,鉴于美国塑造全球议程的难度增加、利用现有机制约束其他国家的效力降低、既有的权力网络受到区域一体化进程的冲击,有必要重塑亚太地区的规范与制度。奥巴马政府通过框定议题、倡导规范与制度、提供安全产品与预期等三大手段,不断宣示其在亚太地区的存在,以提振其在该地区的领导威望,稳固其制定亚太安全"游戏规则"的主导权。虽然奥巴马政府稳固地区结构性权力的行动取得了一定进展,但也使以经济为中心的地区合作主题发生偏移,给地区安全带来了诸多不稳定性因素。展望未来,美国塑造亚太安全秩序的总体基调不会改变,但会根据其国内情况和全球战略形势对具体策略进行微调。
The primary objective of the Obama Administration in influencing the direction of the security framework for Asia and the Pacific is to consolidate the structural power that the U.S.has long enjoyed in the region.The Obama Administration believes that as the U.S.faces increasing difficulty in setting the global agenda,as existing institutions becomes less effective in terms of restricting the behavior of other states,and as its current power network continues to face shocks as a result of regional integration,the U.S.must re-shape the norms and institutions of the Asia Pacific Region.The Obama Administration has continuously demonstrated its presence in the region by working to set the agenda,by advancing norms and institutions,and by providing security goods and setting security expectations.This has enabled it to boost its prestige as a regional leader,and to consolidate its authority over the setting of the rules of the regional security 'game.' Looking towards the future,America's primary focus on shaping the security framework of the Asia Pacific Region will not change,however it will make moderate adjustments to its specific policies based on its domestic situation and the global strategic context.
