Discussion on the Role of Local Government in the Theory of Farmland Circulation

当前在农地流转中地方政府既是监管者,同时又是利益主体,利益冲突之下的政府行为失范使得政府管制不断加强却又失灵。地方政府应定位于自发制度演进的监督者,其职能应以提供公共物品和市场监管为主。同时,地方政府之间也存在地区间的制度竞争。这些都要求地方政府出台综合性的配套制度来促进农地流转。

Currently, the local government is both the regulator and stakeholder in the farmland circulation. Under the conflict of interests, the government continuously strengthens the regulation but with ill performance. The local government should be positioned to the supervisors of the evolution of spontaneous system and its functions should be mainly providing public services and regulating the market. Meanwhile, there exists the institution- al competition between local governments. These problems require the local government to introduce a compre- hensive supporting system to promote farmland circulation.
