通过分析西部地区新农村建设现状及存在的问题,了解其具有的特殊性,并基于"三农"问题提出对新农村建设规划的相关思考,通过建设规划与经济、科技、文化及政策等方面的衔接,实现农业、农村、农民的全面发展。

Through the analysis on the status and existing problems of new rural construction in western region, this paper understood its particu- larity, and based on the ＂three rural＂ issues put forward the related reflections on new rural construction and planning, through the construction planning and economy, science and technology, culture and policy and other aspects convergence, realization of agricultural, rural, peasants＇ all-around development.
