摘要
通过收集、整理大量学者关于节能减排的研究成果,分析提炼出针对城市节能减排政策的三个维度:经济增长维度、结构调整维度、创新发展维度。由此建立了一个节能减排政策的三维评价空间,然后举例说明了如何对各类节能减排政策在三维评价空间中进行定位的思路。在对每一类政策进行定位后,即可得到一个城市的各类节能减排政策在评价空间的分布态势,用这个分布态势去评价该城市整体节能减排政策的作用效果,为节能减排政策的评价提供了一个新思路。
This article analyzed and extracted three dimensions of the energy conservation policy for city by collecting and sorting a large number of research results on energy conservation, which are dimensions of economic growth, structural adjustment and innovation development. The author thereby established a three- dimensional evaluation space for energy saving and emission reduction policies, and then illustrated how various types of energy-saving emission reduction policies are positioned in the three-dimensional evaluation space. After positioning for each type of policy, we can get the momentum distribution of all kinds of energy saving and emission reduction policies in the evaluation space and evaluate the effect of the city's overall energy saving policies by using the momentum distribution. This article provides a new way for the evaluation of energy conservation policies.
