Sports Facility Policies from 1949 to 1966 in China

对建国17年我国体育设施政策进行梳理分析,研究结果表明:在经济上体现计划性、文化上呈现"双百"方针、政治上表现政权巩固而政治运动频发的时代背景下,体育设施政策的制定体现了国家的意志并具有经验主义特点,政策执行突出计划性和行政指令性;政策内容具有全民性、浮夸跃进性、稳定性差和为军事、政治运动服务的特点。在新中国的建设和发展进程中,体育设施政策内容逐步涉及多个领域,从而形成了体育设施政策在计划经济体制下的高度集权化、多领域发展局面。

After systematic analysis of sports facility policy between 1949 to 1966 in our country, the authors get the follow ing key points：economically, a planned economy system with Chinese characteristics has been formed;culturally, Double hundred Policy has been established;politically, Chinese government has a stable regime while the social condition has been remarked with a frequent political movement. Under such circumstance ,the sports facility policy reflects our country＇ s will and is characterized with empiricism, impracticality, instability and military orientation. During the development and con struction of new China, a range of fields are covered in the sports facility policy. By so doing, a multifield and highly cen tralized framework of sports facility policy formulation has been made in our country.
