中国与中东非洲地区天然气合作现状及发展建议

Current conditions and prospects for natural gas cooperation between China and MEA countries

中东非洲地区天然气储量丰富,是全球重要的天然气产地和出口地。近年来,中国天然气占一次能源消费中的比重逐步提高,天然气进口总量也迅速增长,中东非洲地区已经成为我国进口LNG的主要来源地之一。未来随着东部沿海地区在建LNG接收站生产能力的释放,我国从中东非洲地区进口LNG还存在较大的增长空间,中国与中东非洲地区在天然气领域的合作将在中国能源安全保障中占有更加重要的地位。从保障能源安全角度出发,建议中国政府和油气企业实施中东非洲地区长期天然气合作战略,灵活利用多种合作形式参与该地区特别是东非地区的天然气资源开发,同时适度增加LNG储备、加快推进国内天然气定价机制改革进程。

With abundant natural gas reserves,the Middle East and Africa(MEA) is one of the major global producing regions and one of the major worldwide exporters,especially of Liquefied Natural Gas(LNG).In recent years natural gas has enjoyed sustained growth in its share of primary energy consumption in China.With the expanding scale ol China's imports of natural gas,MLA has become one of the major regions exporting LNG to China.As the producing capacities of newly-built receiving stations of LNG in coastal areas in Eastern China come on line, the import of LNG from MLA countries will expand further and.so,the importance of cooperation in the field of natural gas between China and MLA countries will further increase. From an energy security perspective.China's government and oil & gas companies should establish long-term natural gas cooperation with MEiA countries,participate in the exploitation of natural gas in the MEA region,especially in East Africa, diversify cooperation tools,expand the reserve of LNG,and accelerate the process of pricing mechanism reform in the domestic market.
