摘要
战略规划是一项系统性、全局性的工作,对企业中长期发展起重要引导作用。从国内外石油企业实践来看,战略规划的期限一般是三至五年,规划指标比较具体而且量化,每年滚动实施;而远景规划目标一般不需要分解至每一年。本文围绕战略规划工作的考评,以全过程管理的视野,提出了建立战略规划工作考评体系的原则、思路和方法,以提升石油企业战略规划管理工作水平。
Because of its comprehensiveness,strategic planning is one of the most important functions in a business enterprise.It plays the key role of guiding enterprises' mid-long lerm development.Generally speaking the time horizon of quantifiable key strategic planning targets is three to five years in domestic and foreign oil companies. Long-range planning's targets don't need to be divided year by year. The basic principles,ideas and methods for review and evaluation of the whole strategic planning process enhances the managemenl level at Chinese oil companies' current stage of development.
