中俄油气合作潜力巨大,但发展过程波折,取得的成果不尽人意。从中俄油气合作的历史和现实出发,面向未来,应处理好战略合作与经济效益等一系列涉及双方政府和企业的关系。中俄油气合作应定位为战略合作,在此基础上,完善油气产品的市场化定价机制,改善企业经济效益预期,在确保长期合作利益和国家利益优先的前提下,寻求建立互利双赢的合作模式,并围绕油气合作做好与其他领域合作的协调,不唯大、不唯控股和不唯经济效益,从小合作项目做起,开展实质性合作,逐步积累互信,奠定中俄油气大合作的基础,提升合作水平。

Sino-Russian oil and gas cooperation has great potential, but the development process has many twists and turns, leading to unsatisfactory results. Sino-Russian oil and gas cooperation, from history and practice and into the future, needs to involve a combination of strategic cooperation and economic benefit and both government and corporate relations. Sino-Russian oil and gas cooperation should be positioned as strategic cooperation and, on this basis, improve the market- oriented pricing mechanism for oil and gas products, improve the expected economic efficiency of enterprises and, under the premise of ensuring the benefit of long-term cooperation and the priority of national interests, seek to establish mutually beneficial win-win cooperation and embrace complete oil and gas cooperation and coordinate with cooperation in other areas, not just big, not just controlled and not just economically beneficial, but starting with small collaborative projects, developing substantive cooperation, gradually accumulating mutual trust, laying the basis for big Sino-Russian oil and gas cooperation, and raising the level of cooperation.
