南宁市城乡一体化规划编制思路、框架与内容探讨

Nanning Urban-rural Integrate Planning Compilation Practice

南宁市作为广西壮族自治区统筹城乡综合配套改革的试点地区,积极推动城乡一体化建设,努力构建覆盖全域的城乡统筹规划编制体系。针对南宁市现状规划编制体系不完善、城乡产业统筹协调滞后、建设用地控制弹性空间不足等问题,南宁市城乡一体化规划着眼全局、注重公平、突出弹性,注重"三规协调"与"多规统筹",实施"总体引导"与"差别控制",强调特色,形成"12345"的工作思路,并采用问题与目标导向的技术路线,重点解决城乡产业、空间布局及基础设施配置三个方面的一体化建设问题,在城乡空间"满覆盖"的基础上,形成"市域—中心城—县城—重点镇—一般乡、镇—农村"六级规划体系。

As an experimental city of urban rural integrate development reform, Nanning actively promotes urban rural integrate development, and endeavors to establish a full coverage urban rural integrate planning compilation system. Based on the study of present planning problems, Nanning urban rural integrate planning highlights coordination and integration principles, makes general guidelines and control methods, adopts problem and vision oriented methodologies, deals with industrial development, spatial layout, and infrastructure issues, and forms a planning system of six tiers： municipal area, central city, central town of a county, special town, township, and village.
