摘要
近年来,建设低碳城市已成为国内外关注的焦点。广州以城市规划为抓手,倡导低碳城市建设,并结合自身的资源环境禀赋和社会经济发展阶段性特征进行积极探索。研究在分析广州城市规划建设面临的挑战和机遇的基础上,重点从城市规划技术政策角度,探索性地提出城市空间结构优化、经济低碳转型、绿色交通体系建设、碳汇空间保护及绿色建筑推广等方面的规划技术政策,并结合重点地区的控制性详细规划实践进行了综合应用;在此基础上,结合广州的实践,从完善低碳导向政策法规体系、强化低碳专项规划编制、推动关键技术研究、开展低碳示范区建设及探索低碳城市规划管理机制五个方面提出深入推进我国低碳城市建设的建议。
Low carbon city development has become a focus issue in recent years. Guangzhou practice low carbon city development based on its resource and socioeconomic conditions. The paper studies technical improvements in urban spatial structure, low carbon economy transition, green transportation system, carbon collection space protection, and green buildings, and applies the techniques in regulatory plans. The paper puts forward five suggestions: low carbon development policies integration, low carbon planning compilation, key technique research, low carbon model zone development, and low carbon city planning management.
