高校BOT融资模式的再思考

作为解决公共建设资金不足的BOT融资模式,在一定程度上缓解了高等教育快速发展与办学经费紧张的矛盾,但该模式运行若干年来,高等教育的公益性与企业投资的盈利性之间的矛盾及弊端日益显现。因此,政府主导、高校与企业协商,合理回收BOT项目经营管理权,是促进高校可持续发展的根本举措。

BOT financing model, as a way to solve the problem of inadequate public construction capital can relieve the contradiction between the fast development of higher education and the shortage of school fund. However, the contradiction between the public welfare nature of higher education and the profitability of enterprise investment is increasingly obvious. Therefore, government leading, universities negotiating with enterprises and reasonably retracting the management right are basic countermeasures for promoting sustainable development of universities.
