Kernel of economic competition is sci-tech competition,economy superiority of developed country depends on sci-tech superiority . This paper puts forword the measures of sci-tech progress from aspects of adjusting tax revenue, propping up finance, encouraging import technology equipment, strengthening cooperation of production education and research.
