我国民生类政府财政支出的国际比较

Worldwide Comparison of Chinese Government Financial Expenditure on People's Lvelihood

构建有效政府是我国实现经济转型与发展的重中之重,而优化财政支出结构直接关系到政府职能的履行效率、经济和社会的发展以及各项改革的顺利进行。本文就近十几年来我国财政支出,尤其是民生支出进行国际比较分析,发现我国在教育、医疗卫生和社会保障等方面的国家财政支出占GDP的比例与世界其他国家相比还处于较低的水平,因此,必须提高政府公共服务以及民生方面的支出,进一步调整和优化我国财政支出结构。

Constructing an effective government is the top priority In the process of the economic transformation and development in China. It is the key to definite the functions of the government reasonably,optimizing the fiscal expenditure structure is a must ,which is associated with the efficiency of government administration ,the development of economy and soci- ety, and the running smoothly of reforms. This paper compares the government Financial expenditure of China ,especially the people＇s livelihood expenditure with other countries. The results indicate a serious shortage on the expenditures of education, health and social protection in comparison with the sample countries. So it is necessary to improve people＇s livelihood and public services and then to optimize the structure of government financial expenditure.
