The Dilemma of Giant Department Reform and Holistic Governance

摘要 以部门合并与调整为特征的大部制改革面临专业分工与整体协调、规模效应与管理成本、职权划分静态性与公共需求动态性、公共服务一体化与社会需求多样化之间的冲突。以跨界性合作为核心特征的整体政府理论为大部制改革的深化指明了方向,有助于消除大部门间的缝隙,优化大部门体制的外部治理结构,形成职能有机统一的政府体制。只有以职能目标整合为基础,进行组织机构、公共政策、政务信息和组织文化的全面整合,才能达到大部制改革的预期目标。 The giant department reform characterized by merger and integration of sector is facing many difficulties, which include the conflict between specialization and coordination, the conflict between scale effect and management costs, the con- flict between static characteristic of authority division and dynamics of public demand, the conflict between integration of pub- lic service and diversity of social needs, etc. To cross-border cooperation as its core feature, the whole government theory in- dicates the direction for deepening giant department reform. It's helpful to eliminate the gap between the giant departments, optimize the external governance structure of giantdepartment institution, and form the government which functions integrated organically. To achieve the desired objectives of giant department reform, the government should integrate its function, organization, policy, information and culture wholly.
