被推上本阶段电力改革的主要突破口，尴尬的并非是直购电。但即便在此有限的改革范围里，直购电旧题新难并未获得实质纾解。冀望通过其试点来倒逼电力体制改革，前景难言乐观。

In the past 11 years, marketization reform of electricity system was full of twists and turns.Though ' Factory network separation' have been completed Since 20 02, the marketing process of electric power moves slowly. While electric power reform is put in the break through stage, direct purchase of electricity is still one of embarrassments. And in the limited scope of reform, the direct purchase of electricity didn't gain ground.The country hop es to force ele c tric p ower reform through its pilot projects, but the prospect is optimistic.
