"The New Public Management" and Ruling Communist Party

"新公共管理"既向执政的共产党提出了挑战,同时又为之提供了政治进步的机遇。中国共产党不仅要建立规范的法治化的行政管理,同时要关注并对传统的行政管理进行改革;不仅要在整个改革进程中起领导作用,而且要根据改革的要求对党的领导方式、执政方式进行相应的改革。
