摘要
作为再分配性的教育政策的一种,支持性教育政策,实质是指政府为实现教育公平,对落后的农村地区、边远地区实施的一些补偿性的教育政策,教育补偿与维护教育公平是其基本的意蕴。支持性教育政策的产生切合了问题特征同政治制度和环境互相耦合并导致政策方案形成的一般过程。与一般性的教育政策相比,它具有自身的特征,而其突出的特征在于政策目标群体的补偿性、支持性。在政策执行过程中,它需要规避政策的行政驱动色彩明显、农村学校边缘化、政策能力的有限性和地方社会的关系网络及关系运作等四个方面的问题。
The supportive policies of education are a kind of redistribution of educational policy, aim at realizing the education fairness, and compensate for the backwardness of rural areas education. Its basic connotation is education compensation and education fairness. When the problems of the policy are consistent with the political system and the environment, it will lead to the formation of policy options. Compared with the general education policy, it has its own characteristics, and its prominent characteristic is compensatory and supporting ones to the policy target groups. In the process of policy implementation, the four aspects of the problem need to be avoided, including its administrative drive, marginalization of rural schools, the limitation of policy ability, local social network and its operation, and so on.
